The Delhi government on Thursday told the Delhi High Court that 489 brands of liquor have been registered under the Excise Policy 2021-22 and a maximum retail price has been fixed for 428 of them.

The Delhi government told a single bench of Justice Rekha Palli, hearing petitions against levy of the license fee by several retail liquor traders, that now a large number of brands have been registered under the new policy and there is no reason why those sellers Penal action cannot be taken against those who are in default of payment.
Senior advocate Abhishek Manu Singhvi, appearing for the Delhi government, said, “One of the requests of the petitioners is not to charge them as many brands have not registered, the maximum retail price (MRP) is not fixed… Registered. You can keep getting brands over time.”
The petitioners are successful bidders for licenses to operate retail liquor shops and are requesting to declare as illegal the decision of the Delhi government to impose license fees with effect from November 1, 2021.
Court asked Delhi government for details of liquor brands :
The court listed the matter for further hearing on December 7 as a document filed by the Delhi government was not on record. The court also said that senior advocate Rahul Mehra, appearing for the Delhi government, has assured that no coercive action will be taken for the time being in respect of non-payment of license fees. The court had on November 9 asked the Delhi government to specify the number of such brands of liquor under the Delhi Excise Policy 2021-22 where MRP is fixed and whose MRP is yet to be fixed.
The petitioners are successful bidders of L-7Z (Zonal License for Retailer of Indian Liquor and Foreign Liquor) and L-7V (Retailer of Indian Liquor, Foreign Liquor in an area). Several petitions are pending before the High Court against the new excise policy of the Delhi government on the ground that it is illegal, unfair, arbitrary and in violation of the Delhi Excise Act, 2009.
